International Response

The genocidaires had control of the country. As the RPF began to move in on Kigali and engage the Rwandan army in an attempt to gain control and stop the genocide, the crisis was described by commentators as "civil war" or "ethnic strife".

There was no ethnic war.

There was civil war.

But the genocide happened and it was
something different.

UN commander Lt.Gen.Dallaire estimated
that as few as 5,000 troops with authority to enforce peace could stop the genocide. Instead, the UN mission was recalled.
